Disparity Reduction Allowance/Special Allowance is being received by the employees of Federal, Punjab, KP, Balochistan, Azad Jammu Kashmir, and Gilgit-Baltistan in running or zero/minimum/initial stage of Basic Pay Scale 2017. Sindh is not getting it.

Answer:- The first answer, in brief, is that if you are getting Special Allowance / Disparity Reduction Allowance 25% 2021 then 15% 2022 will also get otherwise not. Zia Mustafa
The second answer is that now coming to the formula if you look at all the government notifications, one thing is common in all of them that it will not be given to those employees who have any additional allowance/allowances equal to or more than 100% of the basic pay. i.e. after deducting the regular allowances (conveyance allowance, house rent, medical, ad hoc relief allowances) and adding the remaining additional or special allowances "in your pay" if they are less than the running basic then special. Allowance / Disparity Reduction Allowance will not be given if it is equal to or more than the running basic. Departments that will not receive it have been minimized.

جواب:- پہلا جواب مختصراً یہ ہے کہ اگر آپ کو سپیشل الاؤنس / ڈسپیریٹی ریڈکشن الاؤنس 25 فیصد 2021 مل رہا ہے تو 15 فیصد 2022 بھی ملے گا وگرنہ نہیں ملے گا۔ Zia Mustafa
دوسرا جواب یہ ہے کہ اب آتے ہیں فارمولے کی طرف،اگر آپ تمام گورنمنٹ کے نوٹیفکیشن کو دیکھے تو سب میں ایک بات مشترکہ ہے کہ یہ اُن ملازمین کو نہیں ملے گا جو کوئی ایڈیشنل الاؤنس/الاؤنسز سو فیصد بیسک پے کے برابر یا زیادہ ہو لے رہے ہو۔یعنی ریگولر الاؤنسز (کنوینس الاؤنس، ہاؤس رینٹ،میڈیکل،ایڈہاک ریلیف الاؤنسز) نکال کر بقیہ جتنے بھی ایڈیشنل یا سپیشل الاؤنس ہیں" آپ کی پے میں" اُن کو جمع کر کے اگر وہ رننگ بیسک سے کم ہیں تو سپیشل الاؤنس / ڈسپیریٹی ریڈکشن الاؤنس ملے گا اگر وہ رننگ بیسک کے برابر یا زیادہ ہیں تو نہیں ملے گا۔جن محکموں کو نہیں ملے گا اُن کو minusکیا گیا ہے۔
