OFFICE MEMORANDUM
Subject:- GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF THE FEDERAL GOVERNMENT AS WELL AS RETIRED ARMED FORCES PERSONNEL.
The President has been pleased to Sanction an increase in pension With effect from 1st July,
2010 until further order to all civil pensioners Of the Federal Government including civilians paid from
Defence Estimates as well as retired Armed Forces Personnel at the following rate:-
(i) Those pensioners Who retired before 01.122001
(ii) Those pensioners who retired on or after 01.122001 15%
2. The 15% increase in pension as mentioned in para I (ii) above Will also be admissible to the pensioners Who would retire on Or after 01.07.2010.
3. The Government servants who would retire on or after 01.07.2010 will also be entitled to an increase in pension @ 10%, 15% and 15% which have been allowed vide Finance Division's O.Ms NO. dated 01.07.2005, dated 3(1062006 and dated 13.07.2009.
4. For the purpose of admissibility of increase in pension sanctioned in this O.M. the term

5. The increase will also be admissible on a family pension granted under the Pension-sum gratuity Scheme, 1934, Liberalized Pension Rules, 1977, on pension sanctioned under the Central Civil Services (Extra Ordinary Pension) Rules as well as on the Compassionate Allowance under CSR-353.
6. If the gross pension sanctioned by the Federal Government is shared With any Government in accordance with the rules laid down in part-IV Of Appendix Ill to the Accounts Code, Volume-I, the amount Of the increase in pension will be apportioned between the Federal Government and the Other Government concerned On the proportionate basis.
7. The increase in pension sanctioned in this C).M. will not be admissible on Special Additional Pension allowed in lieu of pre-retirement orderly allowance.
8. The increase in pension allowed by the Government during their re-employment shall not be admissible during the period Of their re-employment, but the same Will be allowed after the termination Of the re-employment contract. However, the increases in pension admissible to the pensioners Of the Federal Government before their re-employment on a contract basis Will continue to be admissible to them provided that they are not in receipt of any increases allowed as Allowances with their pay in lieu of increases in pension.
9. The benefit of an increase in pension sanctioned in this 0M. will also be admissible to those Civil Pensioners of the Federal Government who are residing abroad (other than those residing in India and Bangladesh) Who retired on or after 15.08.1947 and are not entitled to, or are not in receipt Of pension increase under the British Government's Pension (increase) Acts. The payment Will be made at the applicable rate of exchange.

موضوع:- وفاقی حکومت کے سول پنشنرز کے ساتھ ساتھ مسلح افواج کے ریٹائرڈ اہلکاروں کو پنشن میں اضافہ کی منظوری۔
صدر نے یکم جولائی سے پنشن میں اضافے کی منظوری دے دی ہے،
2010 وفاقی حکومت کے تمام سول پنشنرز کو اگلے حکم تک بشمول عام شہریوں سے ادائیگی کی گئی۔
دفاعی تخمینہ کے ساتھ ساتھ مسلح افواج کے ریٹائرڈ اہلکار درج ذیل شرح پر:-
(i) وہ پنشنرز جو 01.122001 سے پہلے ریٹائر ہوئے۔
(ii) وہ پنشنرز جو 01.122001 کو یا اس کے بعد ریٹائر ہوئے 15%
2. پنشن میں 15% اضافہ جیسا کہ اوپر پیرا I (ii) میں بتایا گیا ہے ان پنشنرز کے لیے بھی قابل قبول ہوگا جو 01.07.2010 کو یا اس کے بعد ریٹائر ہوں گے۔
3. سرکاری ملازمین جو 01.07.2010 کو یا اس کے بعد ریٹائر ہوں گے وہ بھی پنشن میں 10%، 15% اور 15% اضافے کے حقدار ہوں گے جس کی اجازت فنانس ڈویژن کے O.Ms NO کے ذریعے دی گئی ہے۔ مورخہ 01.07.2005، مورخہ 3 (1062006 اور مورخہ 13.07.2009)
4. پنشن میں اضافے کی منظوری کے مقصد کے لیے اس O.M میں منظور کیا گیا ہے۔ اصطلاح
"نیٹ پنشن" کا مطلب ہے "پنشن ہونا
5. اضافہ پنشن-کم گریجوئٹی اسکیم، 1934، لبرلائزڈ پنشن رولز، 1977 کے تحت دی گئی فیملی پنشن پر، سنٹرل سول سروسز (ایکسٹرا آرڈینری پنشن) رولز کے تحت منظور شدہ پنشن کے ساتھ ساتھ CSR کے تحت ہمدردی الاؤنس پر بھی قابل قبول ہوگا۔ -353.
اگر وفاقی حکومت کی طرف سے منظور شدہ مجموعی پنشن کسی بھی حکومت کے ساتھ اکاؤنٹس کوڈ، والیم-I کے ضمیمہ کے حصہ IV میں درج قواعد کے مطابق شیئر کی جاتی ہے، تو پنشن میں اضافے کی رقم وفاقی حکومت کے درمیان تقسیم کی جائے گی۔ حکومت اور دیگر متعلقہ حکومت متناسب بنیادوں پر۔
پنشن میں اضافہ اس سی میں منظور کیا گیا ہے۔ قبل از ریٹائرمنٹ آرڈرلی الاؤنس کے بدلے کی اجازت خصوصی اضافی پنشن پر قابل قبول نہیں ہوگی۔
8. حکومت کی طرف سے ان کی دوبارہ ملازمت کے دوران پنشن میں اضافہ ان کی دوبارہ ملازمت کی مدت کے دوران قابل قبول نہیں ہوگا، لیکن دوبارہ ملازمت کے معاہدے کے خاتمے کے بعد اس کی اجازت ہوگی۔ تاہم، وفاقی حکومت کے پنشنرز کو کنٹریکٹ کی بنیاد پر دوبارہ ملازمت سے پہلے پنشن میں اضافہ ان کے لیے قابل قبول رہے گا، بشرطیکہ وہ کسی بھی قسم کے اضافے کی وصولی میں نہ ہوں جس کی اجازت ان کی تنخواہ کے ساتھ الاؤنسز میں اضافے کے بدلے میں دی جاتی ہے۔ پینشن.
9. اس 0M میں منظور شدہ پنشن میں اضافے کا فائدہ۔ وفاقی حکومت کے ان سول پنشنرز کے لیے بھی قابل قبول ہوں گے جو بیرون ملک مقیم ہیں (ہندوستان اور بنگلہ دیش میں رہنے والوں کے علاوہ) جو 15.08.1947 کو یا اس کے بعد ریٹائر ہوئے ہیں اور وہ پنشن میں اضافے کے حقدار نہیں ہیں، یا وصول نہیں کر رہے ہیں۔ برطانوی حکومت کے پنشن (اضافہ) کے ایکٹ۔ ادائیگی قابل اطلاق شرح تبادلہ پر کی جائے گی۔

Subject:- MINIMUM PENSION.
The undersigned is directed to refer to Finance Division's O.M. No. 15(1)Reg.6/2008 dated 02.07.2008 on the subject cited above and to state that the President has been pleased to sanction with effect from 1 st July 2010 the increase in minimum pension from Rs.2000/- p.m. to p.m. to civil pensioners of the Federal Government including civilians paid from Defence Estimates as well as Armed Forces Personnel.
2. Similarly, family pension allowed to the family of a retired government employee including those paid from Defence Service Estimates under the Pension-sum gratuity Scheme 1954, and Liberalized Pension Rules, 1977 has also been increased from the current rate Of 50% to 75% i.e. Rs. 1000/- p.m. to Rs. 2250/- p.m.
3. Commutation Of any part Of the increase allowed vide this ().M. will not be admissible.

موضوع:- کم از کم پنشن۔
زیر دستخطی کو ہدایت کی جاتی ہے کہ وہ فنانس ڈویژن کے O.M. نمبر 15(1)Reg.6/2008 مورخہ 02.07.2008 مذکورہ موضوع پر اور یہ بتانا کہ صدر نے 1 جولائی 2010 سے کم از کم پنشن میں 2000/- روپے سے اضافے کی منظوری دے دی ہے۔ شام شام تک وفاقی حکومت کے سول پنشنرز بشمول دفاعی تخمینوں کے ساتھ ساتھ مسلح افواج کے عملے سے ادا کیے گئے شہریوں کو۔
2. اسی طرح ایک ریٹائرڈ سرکاری ملازم کے خاندان کو فیملی پنشن کی اجازت دی گئی ہے جس میں پنشن کم گریجویٹی اسکیم 1954 کے تحت ڈیفنس سروس کے تخمینہ سے ادا کی گئی ہے، اور لبرلائزڈ پنشن رولز، 1977 کو بھی موجودہ شرح 50% سے بڑھا کر 75% کر دیا گیا ہے۔ روپے 1000/- p.m. روپے تک 2250/- p.m.
3. اضافے کے کسی بھی حصے کی تبدیلی کی اجازت اس کے ذریعے ()M قابل قبول نہیں ہو گا.

Subject:- GRANT OF MEDICAL ALLOWANCE TO CIVIL PENSIONERS OF THE FEDERAL GOVERNMENT.
The undersigned is directed to convey the sanction of the president to the introduction of Medical Allowance with effect from 1st July 2010 to all civil pensioners of the Federal Government including civilians paid from Defence Estimates and Civil
Armed Forces at the following rates
(i) Pensioners who retired in BPS 1-15 @ 25% of pension drawn.
(ii) Pensioners who retired/will retire in BPS 16-22 @ 20% of pension drawn.
2. The medical allowance will be allowed after allowing increases in family pension, pension and minimum pension notified vide following OMS:-
3. The re-employed pensioners will be allowed medical allowance after allowing increases in pension on a national basis as increases in a pension are not admissible to them during re-employment.
4. The existing facility of reimbursement of amounts spent on account of purchase of medicines by the retired Government servants and local purchase of medicines by Government Hospitals for Outdoor Patients (OPD) will be discontinued. However, the existing facilities for consultation and diagnostic investigations at OPD will continue as before. Reimbursemenuocal Purchase on account of Cancer, Hepatitis B, C and Insulin-dependent diabetes would be admissible for OPD patients. The existing facility of reimbursement of all kinds of expenditure on account of Indoor Medical Treatment

موضوع:- وفاقی حکومت کے سول پنشنرز کو طبی الاؤنس کی منظوری۔
زیر دستخطی کو ہدایت کی گئی ہے کہ صدر کی طرف سے یکم جولائی 2010 سے وفاقی حکومت کے تمام سول پنشنرز بشمول دفاعی تخمینہ اور سول سے ادا کیے جانے والے شہریوں کو میڈیکل الاؤنس متعارف کرانے کی منظوری سے آگاہ کریں۔
مسلح افواج درج ذیل نرخوں پر
(i) پنشن دہندگان جو BPS 1-15 میں ریٹائر ہوئے @ 25% پنشن نکالی گئی۔
(ii) پنشن دہندگان جو ریٹائرڈ / BPS 16-22 میں ریٹائر ہوں گے @ 20% پنشن
2۔ فیملی پنشن، پنشن اور کم از کم پنشن میں اضافے کی اجازت دینے کے بعد میڈیکل الاؤنس کی اجازت درج ذیل OMS کے ذریعے دی جائے گی:-
3. دوبارہ ملازمت پانے والے پنشنرز کو تصوراتی بنیادوں پر پنشن میں اضافے کی اجازت دینے کے بعد میڈیکل الاؤنس کی اجازت دی جائے گی کیونکہ پنشن میں اضافہ ان کے لیے دوبارہ ملازمت کے دوران قابل قبول نہیں ہے۔
4. ریٹائرڈ سرکاری ملازمین کی ادویات کی خریداری اور بیرونی مریضوں کے لیے سرکاری ہسپتالوں (OPD) کے ذریعے ادویات کی مقامی خریداری پر خرچ کی گئی رقم کی واپسی کی موجودہ سہولت بند کر دی جائے گی۔ تاہم، او پی ڈی میں مشاورت اور تشخیصی تحقیقات کے لیے موجودہ سہولیات پہلے کی طرح جاری رہیں گی۔ او پی ڈی کے مریضوں کے لیے کینسر، ہیپاٹائٹس بی، سی اور انسولین پر منحصر ذیابیطس کے لیے رقم کی ادائیگی قابل قبول ہوگی۔ انڈور میڈیکل ٹریٹمنٹ کے حساب سے ہر قسم کے اخراجات کی ادائیگی کی موجودہ سہولت
