OFFICE MEMORANDUM
No.F.4(1)-Reg.6/2009 Islamabad, the 13th July 2009
Subject:- GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF THE FEDERAL
GOVERNMENT AS WELL AS RETIRED ARMED FORCES PERSONNEL.
The President has been pleased to sanction an increase in pension with effect from 1st July 2009 until further order to all civil pensioners of the Federal Government including civilians paid from Defence Estimates as well as Retired Armed Forces Personnel at the following rate:-
(i) Those pensioners who retired on or before 30.06.1999 20%
(ii) Those pensioners who retired after 30.06.1999 onwards 15%
2. The 15% increase in pension as mentioned at para 1 (ii) above will also be admissible to the pensioners who would retire on or after 01.07.2009.
3. The Government servants who would retire on or after 01.07.2009 will also be entitled to an increase in pension @ 10% and 15% which have been allowed vide Finance Division's O.Ms No. dated 01.07.2005 and dated 30.06.2006.
For the purpose of admissibility of increase in pension sanctioned in this O.M. the term "Net Pension" means "Pension being drawn".
5. The increase will also be admissible on a family pension granted under the Pensioncum-Gratuity Scheme, 1954, Liberalized Pension Rules, 1977, on pension sanctioned under the Central Civil Services (Extra Ordinary Pension) Rules as well as on the Compassionate Allowance under CSR-353.
6. If the gross pension sanctioned by the Federal Government is shared with any Government in accordance with the rules laid down in part-IV of Appendix Ill to the Accounts Code, Volume-I, the amount of the increase in pension will be apportioned between the Federal Government and the other Government concerned on a proportionate basis.
7. The increase in pension sanctioned in this O.M. will not be admissible on Special Additional Pension allowed in lieu of pre-retirement orderly allowance.
8. The increase in pension allowed by the Government during their re-employment shall not be admissible during the period of their re-employment, but the same will be allowed after the termination of the re-employment contract. However, the increases in pension admissible to the pensioners of the Federal Government before their re-employment on a contract basis will continue to be admissible to them provided that they are not in receipt of any increases allowed as Allowances with their pay in lieu of increases in pension.
9. The benefit of an increase in pension sanctioned in this O.M. will also be admissible to those Civil Pensioners of the Federal Government who are residing abroad (other than those residing in India and Bangladesh) who retired on or after 15.08.1947 and are not entitled to, or are not in receipt of pension increase under the British Government's Pension (increase) Acts. The payment will be made at the applicable rate of exchange.

موضوع:- وفاق کے سول پنشنرز کو پنشن میں اضافے کی منظوری
حکومت کے ساتھ ساتھ ریٹائرڈ مسلح افواج کے اہلکار۔
صدر مملکت نے یکم جولائی 2009 سے وفاقی حکومت کے تمام سول پنشنرز بشمول دفاعی تخمینہ سے ادا کیے گئے شہریوں کے ساتھ ساتھ مسلح افواج کے ریٹائرڈ اہلکاروں کو درج ذیل شرح پر پنشن میں اضافے کی منظوری دیتے ہوئے خوشی محسوس کی:-
(i) وہ پنشنرز جو 30.06.1999 کو یا اس سے پہلے ریٹائر ہوئے تھے 20%
(ii) وہ پنشنرز جو 30.06.1999 کے بعد 15% کے بعد ریٹائر ہوئے
2. پنشن میں 15% اضافہ جیسا کہ اوپر پیرا 1 (ii) میں بتایا گیا ہے ان پنشنرز کے لیے بھی قابل قبول ہوگا جو 01.07.2009 کو یا اس کے بعد ریٹائر ہوں گے۔
3. سرکاری ملازمین جو 01.07.2009 کو یا اس کے بعد ریٹائر ہوں گے وہ بھی پنشن میں 10% اور 15% اضافے کے حقدار ہوں گے جس کی اجازت فنانس ڈویژن کے O.Ms نمبر مورخہ 01.07.2005 اور مورخہ 30.06.2006 کے تحت دی گئی ہے۔
پنشن میں اضافے کی منظوری کے مقصد کے لیے اس O.M میں منظور کیا گیا ہے۔ اصطلاح "نیٹ پنشن" کا مطلب ہے "پینشن تیار کی جا رہی ہے"۔
5. یہ اضافہ پنشن کم گریچوٹی اسکیم، 1954، لبرلائزڈ پنشن رولز، 1977 کے تحت دی گئی فیملی پنشن پر، سنٹرل سول سروسز (ایکسٹرا آرڈینری پنشن) رولز کے تحت منظور شدہ پنشن کے ساتھ ساتھ CSR کے تحت ہمدردی الاؤنس پر بھی قابل قبول ہوگا۔ -353.
6. اگر وفاقی حکومت کی طرف سے منظور شدہ مجموعی پنشن کسی بھی حکومت کے ساتھ اکاؤنٹس کوڈ، والیم-I کے ضمیمہ کے حصہ IV میں درج قواعد کے مطابق شیئر کی جاتی ہے، تو پنشن میں اضافے کی رقم کو تقسیم کیا جائے گا۔ وفاقی حکومت اور دیگر متعلقہ حکومتیں متناسب بنیادوں پر۔
7. اس O.M میں منظور شدہ پنشن میں اضافہ قبل از ریٹائرمنٹ آرڈرلی الاؤنس کے بدلے کی اجازت خصوصی اضافی پنشن پر قابل قبول نہیں ہوگی۔
8. حکومت کی طرف سے ان کی دوبارہ ملازمت کے دوران پنشن میں اضافہ ان کی دوبارہ ملازمت کی مدت کے دوران قابل قبول نہیں ہوگا، لیکن دوبارہ ملازمت کا معاہدہ ختم ہونے کے بعد اس کی اجازت ہوگی۔ تاہم، وفاقی حکومت کے پنشنرز کو کنٹریکٹ کی بنیاد پر دوبارہ ملازمت سے پہلے پنشن میں اضافہ ان کے لیے قابل قبول رہے گا، بشرطیکہ وہ کسی بھی قسم کے اضافے کی وصولی میں نہ ہوں جو کہ ان کی تنخواہ کے ساتھ الاؤنسز میں اضافے کے بدلے میں دیے گئے ہوں۔ پینشن.
9. اس O.M میں منظور شدہ پنشن میں اضافے کا فائدہ۔ وفاقی حکومت کے ان سول پنشنرز کے لیے بھی قابل قبول ہوں گے جو بیرون ملک مقیم ہیں (ان کے علاوہ جو ہندوستان اور بنگلہ دیش میں مقیم ہیں) جو 15.08.1947 کو یا اس کے بعد ریٹائر ہوئے ہیں اور وہ پنشن میں اضافے کے حقدار نہیں ہیں، یا وصول نہیں کر رہے ہیں۔ برطانوی حکومت کے پنشن (اضافہ) کے ایکٹ۔ ادائیگی قابل اطلاق شرح تبادلہ پر کی جائے گی۔
