OFFICE MEMORANDUM
Subject:-GRANT OF DISPARITY REDUCTION ALLOWANCE.2O22
The undersigned is directed to convey the approval of the Federal Government for grant of Disparity Reduction Allowance @ 15% of the basic pay of Basic Pay Scales 2017 w.e.f. 1st March 2022. This allowance shall be admissible to civil employees in BPS 1-19 of the Federal Government, (including employees of the Federal Secretariat, attached departments, and subordinate offices) who have never been allowed additional allowance/allowances equal to or more than 100% of the basic pay (whether frozen or not) or performance allowance subject to the following conditions:
a) This Allowance will not be admissible to the employees of the organizations who are drawing additional allowance/allowances equal to or more than '100% of the basic pay(whether frozen or otherwise);
b) This allowance will be frozen at the level drawn on 1st March 2022
c) This Allowance will be subject to income tax;
d) This Allowance will be admissible during leave and the entire period of L.P.R. except during extraordinary leave;
e) This Allowance will not be treated as part of emoluments for the purpose of calculation of Pension/Gratuity and recovery of House Rent;
f) This Allowance will not be admissible to the employees during the tenure of their posting/deputation abroad;
g) This Allowance will be admissible to the employees on their repatriation from posting/deputation abroad at the rate and amount which would have been admissible to them, had they not been posted abroad;
h) This Allowance will be admissible during the period of suspension;
i) The term "Basic Pay" will also include the amount of Personal Pay granted on account of the annual increment (s) beyond the maximum of the existing pay scales.
2. All the Principal Accounting Officers and Heads of the Departments are requested to ensure the compliance of this O.M in letter and spirit.

زیر دستخطی کو ہدایت کی گئی ہے کہ وہ بنیادی تنخواہ سکیلز 2017 w.e.f. کی بنیادی تنخواہ کے 15% کے حساب سے تفاوت میں کمی الاؤنس دینے کے لیے وفاقی حکومت کی منظوری سے آگاہ کرے۔ 1 مارچ 2022۔ یہ الاؤنس وفاقی حکومت کے بی پی ایس 1-19 کے سول ملازمین کے لیے قابل قبول ہوگا، (بشمول وفاقی سیکریٹریٹ، منسلک محکموں اور ماتحت دفاتر کے ملازمین) جنہیں کبھی بھی اس سے زیادہ اضافی الاؤنس/الاؤنسز کی اجازت نہیں دی گئی ہے۔ بنیادی تنخواہ کا 100% (چاہے منجمد ہو یا نہ ہو) یا کارکردگی الاؤنس درج ذیل شرائط کے ساتھ مشروط:
a) یہ الاؤنس ان تنظیموں کے ملازمین کے لیے قابل قبول نہیں ہوگا جو بنیادی تنخواہ کے 100% کے برابر یا اس سے زیادہ اضافی الاؤنس/الاؤنس لے رہے ہیں (چاہے منجمد ہو یا دوسری صورت میں)؛
ب) یہ الاؤنس یکم مارچ 2022 کو تیار کی گئی سطح پر منجمد کر دیا جائے گا۔
c) یہ الاؤنس انکم ٹیکس کے تابع ہوگا۔
d) یہ الاؤنس چھٹی اور L.P.R کی پوری مدت کے دوران قابل قبول ہوگا۔ سوائے غیر معمولی چھٹی کے دوران؛
e) اس الاؤنس کو پنشن/گریچوٹی کے حساب اور مکان کے کرایے کی وصولی کے مقصد کے لیے اجرت کے حصے کے طور پر نہیں سمجھا جائے گا۔
f) یہ الاؤنس ملازمین کے لیے ان کی بیرون ملک تعیناتی/ ڈیپوٹیشن کی مدت کے دوران قابل قبول نہیں ہوگا۔
g) یہ الاؤنس ملازمین کے لیے ان کی بیرون ملک تعیناتی/ڈیپوٹیشن سے وطن واپسی پر اس شرح اور رقم پر قابل قبول ہوگا جو ان کے لیے قابل قبول ہوتا، اگر وہ بیرون ملک تعینات نہ ہوتے۔
h) یہ الاؤنس معطلی کی مدت کے دوران قابل قبول ہوگا۔
i) اصطلاح "بنیادی تنخواہ" میں ذاتی تنخواہ کی وہ رقم بھی شامل ہوگی جو موجودہ تنخواہ کے پیمانے سے زیادہ سے زیادہ سالانہ اضافہ (زبانوں) کے حساب سے دی گئی ہے۔
2. تمام پرنسپل اکاؤنٹنگ افسران اور محکموں کے سربراہان سے درخواست کی جاتی ہے کہ وہ اس O.M کی مکمل طور پر تعمیل کو یقینی بنائیں۔
