OFFICE MEMORANDUM
Subject: DISBURSEMENT OF ANTICIPATORY PENSION.
In pursuance of Section 19(4) of the Balochistan Civil Servants Act, 1974 (Balochistan Act IX of 1974) and chapter VI of the Balochistan
Civil Services Pension
Rules,
1989 made thereunder while keeping
in view the unusual delays
and hardships faced
by the
retiring civil
servants in payment
of
pension and upon
approval from
the
Government
of Balochistan,
the Finance Department, Government
of Balochistan, is pleased to allow payment of Anticipatory
Pension, to the retired Government Servant or his/her
family as defined in the Rules, at the rate of 65% of basic pay as per last pay drawn with immediate effect subject to the
following terms and conditions and till further orders, namely: -
i. The anticipatory pension shall only be paid to those retiring civil servants who are eligible to receive pension and retirement benefits under the relevant Act/Rules in vogue and as amended from time to time. Moreover, the name of the civil servant shall already be borne on the HR module of the SAP;
The
application for
grant of pension shall be initiated
and processed by the concerned department
as expeditiously as possible under the relevant
applicable Act/Rules;
The anticipatory pension shall be paid for a period of one year or until the regular
pension starts, whichever is earlier. In case, the regular pension is not started after the expiry of one year from the date of retirement, due to inadvertence
of the office concerned or accounts office, as the case may be, anticipatory pension
may be
allowed by the competent authority for a further period of three months with no
further extension;
The head of department
in case of Government
Servants in BPS 16 & above and the head of office in case of Government
Servants in BPS I to 15, shall notify the

. In case of any investigation, inquiry, proceedings, or any other disciplinary action in process or initiated against a civil servant under any law for the time being in force in Pakistan or in Balochistan province, it may be mentioned in the retirement notification clearly and categorically;
vi. The anticipatory pension shall be paid through a direct credit system in the salary bank account as already exists in the SAP master data related to the civil servants; Provided that in case of death of the civil servant the family member, eligible for pension under the Rules, shall open or provide a bank account for anticipatory pension, in which the beneficiary of the deceased shall receive an anticipatory pension in accordance with relevant laws/rules;
vii. The facility of anticipatory pension shall be available to all entitled retirees or to their families under the classes defined in Pension Rules/Laws;
Payment of anticipatory pension may be arranged in a
manner that it is not delayed beyond the first day of the month
following the month
and date on which
the civil servant is due to retire as provided in the retirement order issued by the competent authority;
ix. Any differences, identified subsequently upon completion of the regular investigation, between the anticipatory pension and the pension finally settled shall be adjusted in the first subsequent payments. In case of excess,
undue or irregular payment
is made, the same shall be recovered from the pensioner or the beneficiaries concerned accordingly;
x. The anticipatory pension is an interim relief. The entitlement
of the
civil servants for full pension/commutation
and calculation/payment shall be completed as and when their pension case, complete in all respect is received, examined, and approved in the office of the Accountant General Balochistan or the District Accounts Offices (DAOs), as the case may be; and
xi. The anticipatory pension facility is also applicable to all future pensioners till further order, in accordance with the relevant laws/rules,
2. It may be ensured by all concerned Departments/Offices that the decision for grant of anticipatory pension is implemented with immediate effect, in Jetter and spirit.
